The Plan´s methodology contemplates two stages: the formulation or development of the Plan and secondly, the Plan´s implementation, which consists of translating the Plan into action and monitoring its results on an ongoing basis.

Phase 1: Definition and Launching of the Project
The launching phase consists in establishing the necessary mechanisms so the Plan can effectively develop according to the city’s interests.

Phase 2: Diagnosis
This phase consists in the analysis and internal and external diagnosis of Juarez. The city´s major problems and bottlenecks are identified, while its key characteristics and most relevant strategic trends are delineated.

This phase requires the coordinated effort and commitment of community leaders in order to catalyze the strategic planning process and to create the appropriate dynamic forces required in the implementation of flagship projects that will help build a new Juarez.

Phase 3: Strategic Framework
During this phase the course of the city is defined since without a clear vision of where Juarez should be headed in the future, this whole effort would imply an enormous waste of resources.

A Strategic Framework is established in this phase which will set forth the guidelines of the Plan and these, in turn, will serve to orient the design and implementation of the key strategies that are identified. The goal is to define, in a very precise manner, what the Plan will achieve for the city and its residents.

Phase 4: The City Strategy and Projects
Based on the results of the previous phases, the overall strategy for Juarez to the year 2010 will be devised in this phase and key goals to be achieved for the city and its residents in the coming years will be outlined.

Juarez has to compete with other cities by educating its people and taking advantage of the full potential of its internal resources to create a privileged environment capable of attracting highly-talented individuals and world-class enterprises and institutions. The objective is for the Plan to afford Juarez a unique city model achieved through consensus. The Plan becomes a project with which the city´s residents feel committed to, feel comfortable with, and get involved in.

At the same time, this phase will establish the mechanisms to launch all those actions, programs and projects identified in the Plan. A follow-up and monitoring system of the Plan´s objectives and results will also be delineated

Stage II: Implementation

Once completed, the Plan will be immediately implemented. During this implementation stage, mechanisms will be devised to put into practice the different programs and actions that the Plan has identified. There will also be in place a monitoring and review system to ensure that the results obtained meet the specified objectives as stated in the Plan. This system will also contain mechanisms for any necessary corrective action to take place in ensuring the Plan´s effectiveness.
